I'm applying for Doctor's without Borders, but in the chance that I do not get accepted, I'm wondering if anyone knows of a similar secular, humanitarian-aid, non-governmental organization that employs social workers ("mental health specialists").
I'm looking for a 9 month commitment or so (could be shorter, but I'll commit for that long).

I too have been searching for social work/pyschology work overseas. I haven't had much luck myself. You can look on the Red Cross website. They have quite a bit there, as well as the UN and WHO. Good Luck. Let me know how you do.
